Orlando City Commissioner Regina Hill is currently under investigation for allegedly embezzling more than $100,000 from a vulnerable 96-year-old woman. The funds in question were purportedly utilized by Hill for various personal expenses, including cosmetic procedures, dental treatments, hotel accommodations, and other miscellaneous expenditures.

Allegations and Affidavit Overview

An affidavit issued by an agent representing the Florida Department of Law Enforcement, as reported by USA Today, outlines the sequence of events that led to the suspicion of financial mismanagement by Commissioner Hill. The document contends that Hill initiated the exploitation of the elderly woman’s assets on March 15, 2021.

The investigative findings indicate that Hill had no preexisting association with the elderly individual until their initial encounter in March 2021, followed by the acquisition of power of attorney over her slightly over a month later, as delineated in court records obtained by USA Today on Wednesday. On Wednesday, the Florida Department of Law Enforcement affirmed via email to USA Today that an ongoing inquiry into Hill’s activities is in progress, with no further details disclosed. The potential imposition of criminal charges against Hill remains uncertain.

Initiation of Investigation

The commencement of the inquiry was triggered by a disclosure from Hill’s former assistant, who unveiled her inclusion in documentation employed by the commissioner to facilitate the purchase of a new residence. Additionally, the elderly woman’s name was listed as a co-purchaser on the property transaction.

After engaging with the 96-year-old woman, the investigating agent ascertained that Hill had allegedly exploited her personal data without authorization for the real estate acquisition. Notably, as of the filing date of the affidavit on March 7, the residence in question was abandoned, lacking basic utilities such as electricity and running water.

Financial Exploitation Details

The official documents describe a series of extravagant expenditures made by Hill utilizing the elderly woman’s finances, including a facelift, high-end perfumes, apparel, multiple intravenous vitamin infusions, insurance payments for a vehicle, dental interventions, and a hotel booking in Miami for New Year’s Eve.

The victim has affirmed to law enforcement that no consent was granted for Hill to assume power of attorney or access her banking accounts. While acknowledging signing certain documents, the woman expressed profound confusion regarding their contents and implications.
